Everyone should be able to use desks and counters. Good design takes into account height, reach and sight-line requirements to accommodate the physical differences between all users. MBIE publishes acceptable solutions that provide one means of demonstrating compliance with the clauses of the Building Code.
NZS is also a means of compliance and includes a section on counters and desks. In NZS Design for access and mobility, section It says:.
Figures 36 and 37 in the Standard provide examples of public counters in public bars and shops, and of supermarket checkouts, along with an example of a desk. These examples provide only one solution and designers are encouraged to be creative in exploring alternative solutions, taking into account the dimensions required for usability see 'Counter dimensions' on page 8.
The term 'reception counter or desk' is not defined in the Building Regulations or in the Building Act The dictionary definitions of 'counter' refer to a 'fitment' or 'table' across which 'money' or 'business or goods' are transacted with customers. While there is slight variation in wording between the Building Code and NZS , the intention behind the phrasing in both documents is the same.
This was clarified in Determination No. Wheelchair users or people of short stature, including children, cannot be seen by the receptionist. Reach is restricted by a counter height of mm. The lowered section at the end is not seen and is usually filled with despatch material.
The counter could have been designed with the lowered section in the centre. Counters come in all shapes and sizes. The only guidance on dimensions for accessible counters is given in NZS However, Barrier Free Trust research has shown that other design arrangements are possible and should be encouraged, providing the principles of usability are followed.

The counter adjacent to the aisle may not exceed 38 inches in height. Sometimes, reasonable accommodations must be made for a disabled employee, but should not cause any "undue hardship" on the employer. One thing is sure, all businesses with 15 or more full-time employees, other than religious organizations and private clubs, must meet certain specific requirements in order to be ADA compliant.
And regardless of all else, businesses must have proper ADA signage. Fines for non-compliance are extremely high, even for the first violation, so don't take any chances when it comes to your ADA signs. Counter Height Requirements Different Kinds Of Counters If you sell goods or products at your place of business, you likely have at least one service counter or checkout counter, of which there are counter height requirements to be ADA compliant. Sales and Service Counters Sales and service counters are typically too high for those in wheelchairs, so modifications must be made. In addition, the ADA sink height must include the following spaces: at least a 27" inch knee clearance from the bottom of the sink to the finish floor 30" inches of lateral clearance at least 9" of vertical toe space or clearance, and 48" inches of floor space for wheelchair navigation from the 27" inch area of knee space under the bathroom sink.
